Louis Flocco Joins Providence Health Plan as Chief of Underwriting

Providence Health Plan (PHP) welcomed Louis Flocco (Lou) as the new chief of underwriting on December 4. This new leadership role, dedicated to the execution of underwriting strategies to achieve growth, revenue and service goals through underwriting processes and partnerships will report to Brad Garrigues, chief growth officer.

Flocco brings over 30 years of invaluable experience in leading teams responsible for new business acquisition and retention – most recently at UnitedHealthcare, where he served as Vice President of Underwriting for the past 15 years. In that role, he was accountable for premium yields for new and renewing business that supported a book of business of $1B+ in annual revenue. Prior to his tenure at UnitedHealthcare, Lou served in underwriting leadership roles at HealthAmerica, Aetna and Independence Blue Cross. He earned his MBA from Eastern University and his Bachelor of Science degree from Temple University.

Flocco brings deep knowledge of the Oregon and Washington markets and a stellar reputation as a flexible, trustworthy, and experienced partner. 

“Building off of the strong foundation that the Underwriting team has created under Brad’s leadership, I am eager to utilize my previous experience and learnings to elevate our acumen and creativity in finding sustainable solutions that meet the needs of our employer groups,” Flocco said. 

As Chief of Underwriting at PHP, Flocco will lead the evolution of an underwriting framework for the pricing of new products and markets as well be responsible for ensuring business results and operational effectiveness through strategy and growth plans and underwriting excellence.

Flocco is based in Southern California, where he lives with his fiancé Ora and their dog, Abby. He enjoys traveling and is a certified PADI scuba diver as well as an avid reader. He is also a supporter of the Big Brothers and Big Sister’s of Orange County.
