Looking back through 2025: A Year of Impact, Innovation and Community Commitment

As 2025 comes to a close, we're reflecting on a year marked by progress, momentum, and a commitment to serving members and communities. From industry-leading awards to major milestones in service and community impact, this year shoed what’s possible when caregivers, partners and members work together to know, care for, and ease the way of those we serve.
Below are some of the ways PHP advanced that mission in 2025.
Excellence Recognized Nationally and Regionally

This year, PHP earned significant recognition across the industry, reflecting our focus on quality, service, and member experience. In the J.D. Power 2025 U.S. Commercial Member Health Plan Study, PHP earned the highest ranking for member satisfaction in the Northwest Region, including top scores in product and coverage, customer service, trust, and problem resolution.
Our Medicare Advantage offerings also stood out. Providence Health Assurance earned an overall 4-Star CMS rating for 2026, with standout performance in preventive care, chronic condition management, customer service, and call center accessibility.
PHP was also named a 2026 Best Insurance Company for Medicare Advantage in Oregon and Washington by U.S. News & World Report and earned 4-star ratings from NCQA across Commercial and Medicare lines of business.

Great Leaders in Healthcare.Senior Director of ASO Account Services Cash Spencer named the American Heart Association’s 2025 Woman of Impact for Oregon and Southwest Washington.
Market President of Consumer and Specialty Shannon Drotning named Chairperson for the 2025 American Heart Association Heart and Stroke Walk.
Chief Marketing and Product Officer Caresse Sakagawa named a 2025 Women of Influence honoree.
The Portland Business Journal recognized PHP among its Most Admired Companies and the #1 Healthiest Employers of Oregon.
Strengthening Coverage and Expanding Access
In 2025, more individuals, families, and employers chose PHP, underscoring confidence in the value, service, and coverage we provide. Commercial growth continued across Oregon and Washington, supported by improved service delivery and strong account performance.
Our growing Medicare footprint reflects that same trust. This year, PHP enrolled 873 new Dual Eligible Special Needs Plan (DSNP) members, expanding access to coordinated and compassionate care for individuals who need it most.
Across all lines of business, PHP demonstrated what it means to deliver high-quality, whole-person care. In Medicaid, nearly 59,000 members were served across our network, including more than 47,000 members assigned to Providence Medical Group providers.
These numbers represent more than enrollment – they reflect personalized support, improved navigation, and better outcomes for communities throughout the region.
Enhancing Service Through Strategic Partnerships
A major milestone in 2025 was PHP’s partnership with Collective Health, designed to strengthen our administrative capabilities, simplify member experience, and provide employers with innovative, integrated solutions.
Even in its early months, the partnership is delivering measurable value. Care navigation services reported a 95% member satisfaction score, claims are processing with 99.91% accuracy, and engaged members are seeing an average of $8,400 in savings.
In January, PHP will transition an additional 135,000 members – including large groups such as PEBB and Intel – to the new platform, positioning PHP for long-term growth and modernization.
Delivering High-Quality Care and Better Outcomes
Improving the health of our members remains at the center of PHP’s work. This year, teams across clinical operations, behavioral health and pharmacy advanced programs that directly improve member well-being.
Behavioral Health
In 2025, PHP’s Behavioral Health Consultants:
Served 338 members
Completed 2,666 sessions
Achieved a 94 NPS score
Provided 92% of appointments within 7 days
Members saw measurable improvements, including a 55% reduction in severe depression and a 49% reduction in severe anxiety from first to last visit.
Member Outreach Matters
PHP’s Medicare Advantage outreach team made 24,580 outbound calls to support CAHPS, HOS and retention campaigns. Executive leaders personally connected with members as well, completing 860 calls in 2025.
These touches help ensure members feel known, supported, and connected to care.
Improving Affordability Through Financial Stewardship
Keeping care accessible and affordable is core to PHP’s mission. In 2025, PHP generated nearly $100 million in managed care savings, including:
$36.6M in pharmacy savings
$24M through payment integrity
$19.7M from contract and network optimization
$11.5M through medical management
Internally, the organization strengthened its financial position through disciplined cost management, forecasting $17 million in administrative expense savings and improving long-term sustainability.
These results support our ability to invest in communities, improve service, and expand care options.
A Year of Community Partnership and Social Impact
PHP’s mission comes to life in the community. In 2025, we expanded our commitment to advancing equity, addressing social determinants of health, and supporting local organizations.
This year, PHP:
Awarded $300,000 in community grants to 12 nonprofit partners.
Invested over $1 million in organizations across Oregon, Washington and California.
Saw 350+ caregivers participate in Mission Service Opportunities.
Through our American Heart Association partnership, PHP supported 33 community and health organizations, helping 20,173 people each month access blood pressure screening, self-monitoring and culturally responsive support.
Our teams also helped address members’ basic needs, approving 93 climate-related devices and providing over 600 items and services through Health-Related Services funds.
These efforts reflect our belief that health begins long before someone enters a clinic—and that community well-being requires collective care.
Building for the Future
Operational excellence was a major focus in 2025, with system upgrades, workflow improvements and data modernization efforts across the organization. These investments are strengthening performance today and setting the stage for continued improvements in 2026 and beyond.
PHP’s commitment to integrity also remained strong. In 2025, our compliance teams:
Issued 522 regulatory guidance memos
Managed 620 federal and state deliverables
Completed 130 marketing and member material reviews
Closed 55 organizational risks
This behind-the-scenes work ensures that members receive accurate information, timely service, and safe, compliant care.
Looking Ahead
The story of 2025 is one of progress built on partnership – within our teams, across our community, and alongside the members and employers who trust us with their care.
