Providence Health Plan Names Gillian Hays Chief Network Strategy and Management Officer

Providence Health Plan (PHP) is pleased to announce Gillian Hays has been named Chief Network Strategy and Management Officer. Hays brings more than 16 years of leadership in network development, contracting strategy, and provider partnership optimization across the healthcare industry. Hays assumed the role on October 13.

“Gillian’s extensive experience in strategic network development and her proven track record of building high-value provider partnerships make her an exceptional addition to our leadership team,” said PHP President and CEO Don Antonucci. “Her dedication to advancing value-based care and expanding access aligns perfectly with our commitment to know, care for, and ease the way of every member. As we continue to grow as a multi-state health plan, Gillian’s expertise will be instrumental in strengthening our provider networks and delivering high-quality, affordable care to the members and communities we serve.”

Prior to joining Providence Health Plan, Hays served as Vice President of Contracting & Network Management at Regence BlueCross BlueShield of Oregon where she led strategic development and tactical execution for provider networks supporting Commercial, Medicare Advantage, and Exchange lines of business across Oregon, Washington, Idaho, and Utah.

Earlier in her career, Hays held leadership roles at Moda Health Plan, Inc., where she managed provider contracting, drove cost efficiencies, and led network expansion projects across multiple states.

“I’m inspired by Providence’s work to serve the vulnerable—those who need advocacy, care, and compassion,” Hays said. “I believe that building strong partnerships between the health plan and our provider community is one of the most meaningful ways to fulfill that goal.
